Eligibility
The Foundation makes grants available for projects that benefit the public in our grant area: Umatilla, Union , Morrow, and Wallowa counties and also the Umatilla Indian Reservation.

Any non-governmental organization may apply to the Foundation and need not possess tax-exempt status.  Only governmental entities located within the Umatilla Indian Reservation or Umatilla County are eligible to apply.

Only one proposal per year will be considered from an organization that has received a Wildhorse Foundation grant for that year, unless the organization is a large multi-program service.  A final report by the grantee must be submitted prior to reapplication.

PROJECTS NOT ELIGIBLE
We do not make grants to:

• Individuals 
• Organizations for sectarian or religious purposes
• Groups which seek to influence elections or legislation
• Private foundations or endowment funds
• Retire debt or make up operational deficits
• Institutions which in policy or practice unfairly discriminate against race, ethnic origin, sex, creed, or religion
